In the game, when walking to certain places (such as stairs or ramps), my character suddenly falls through the ground and gets stuck in the middle of the terrain at Z = -1. The client shows the character at Z = -1, unable to move or escape.

This happens consistently in specific locations. I am running a ServUO server. What could be causing this issue? How can I fix it?

Usually because the server and client are using different client version numbers

Yeah, like he mentioned it's normally because the client has a different set of game data files than the server is using. If they don't match, things like this happen.

Check if your ServUO data path in datapath.cfg, compare the .mul and .uop files to the client data you're using with ClassicUO or whatever client. If they aren't the same, that is your issue.

thanks mates, my ServUO datas(*.mul, *.uop) are the samce as my client's however.
