I made this, back in 2018, to allow selected skill gains to be excluded from the skills total and therefore not affect the skill cap, and to do this without the need to modify the client, and it was only ever used on a private server.
I have updated the code for the modern repo.
When you select skills from the paperdoll it opens this gump:
This is a modified SkillsGump.cs to display skills and totals and has buttons to access the original gump plus another which displays your skill build (below) for screenshots.
