Ticket Teleporter from RunUO 2018-06-12

This TicketTeleporter is from the RunUO 2.5 distro. I pulled it from the MLQuest items under "Teleporters.cs"

I simply pulled out the Ticket teleporter part as the file adds a few other teleporters I didn't want.
